This is so easy.  Take an Elmers Glue bottle, or a hair dressing squeeze bottle, and put 1/2 Elmers Glue to 1/4 tempera paint and shake, (or hold upside down overnight).

 Squeeze out on a vellum bristol type of paper, neat designs and colors.
